Why resort to additional taxation?
The financing model is based on that used by Société du Grand Paris for the new metro in the Île-de-France region. It is a balanced model based on the sharing of financing between the State, local authorities through their budgets and the future beneficiaries of the project.
In this context, the introduction of an additional tax is intended to promote the greatest possible fairness in the financing of the project by encouraging all the various beneficiaries of the infrastructure and associated services, in addition to the local authorities: private individuals, businesses, tourists and visitors, to contribute to the financing of the facility. In the case of private individuals, it involves property owners in particular and takes into account the increase in property values that may result from the increased attractiveness of the region linked to the new high-speed line. The fiscal element of the financing is based on the taxpayers most affected by the spin-offs and benefits of the GPSO.
