Who is financing the project?

The financing of the GPSO is governed by a financing plan signed on 18 February 2022 between the State, pioneering local authorities and SNCF Réseau.

The financing plan identifies three types of resources for the project:

• Contributions from 25 local authorities in the South West, representing 40% of the estimated cost, or €5.6 billion
• The State will contribute 40%, i.e. €5.6 billion, on an equal footing with the local authorities.
• Expected European subsidies: 20% or €2.8 billion.

SNCF Réseau is also expected to finance the GPSO via its operating income. The contributions of the 25 local authorities are made up of budget contributions, at 70% (i.e. 28% of the total cost of the project) and by taxes dedicated to the project, for 30% (i.e. 12% of the total cost of the project).
